Liquid Effect Pencil Eye Liner, $24, is as easy to apply as a traditional pencil eyeliner, but delivers the smooth and long-lasting effects of liquid eyeliner. The waterproof formula glides across the lashline and makes it easy to create different effects, whether you want a subtle or bold look. There’s also a smudger built in to the tip so you can blend with ease.
